The Hong Kong Marine Department carries out crucial functions to ensure the safe operation of the port and all Hong Kong waters, to administer the Hong Kong Shipping Registry (HKSR) and to safeguard the quality of the Hong Kong registered ships.  Our mission is “We are One in Promoting Excellence in Marine Services”. 

The HKSR is the fourth largest register in the world in terms of gross tonnage, with about 2400 ships that aggregate some 132 million gross tonnage. The HKSR is also renowned for the good quality of Hong Kong registered ships and is constantly included in the white list of the Paris MoU, the Tokyo MoU and recognized by the USCG as Qualship 21 flag Administration. 

Our policy is not to seek any profit from ship registration fees and most services are provided on a cost-recovery basis. Since 2020, we have established seven regional desks - including London, Singapore, Shanghai, Tokyo, Australia, Canada and the US. 

While the HKSR registration fee is very competitive among other major flags, we launched the "Green Incentive" in June 2024 and have also introduced the "Block Registration Incentive Scheme" for Hong Kong registered ships in February 2025 and beyond.

Moury Decarbon Technology (Shanghai) Co., Ltd. established in Shanghai, China, specialising in energy efficiency improvement solutions for ships. 

Our main business includes hydrodynamic energy saving devices, Organic Rankine Cycle, PTO system and other energy efficiency improvement solutions. We’ve built a professor-level R&D team, and through the optimised design of different ship types, the energy-saving devices can be retrofitted with energy-saving effect of 5%-20% under the designed ship speed and loading condition, we have obtained several technical patents and AiP certificates from many classification societies, such as RINA, CCS etc.

Silverstream Technologies is a market-leading maritime clean technology company specialising in hull air lubrication for commercial shipping. The company is headquartered in London with offices in Southampton and Shanghai. Empowered by air, the Silverstream® System reduces frictional resistance between the water and the hull surface, reducing net fuel consumption and associated emissions by an average of 5-10%. There are now over 100 vessels in the water with the Silverstream® System installed. The International Association of Dry Cargo Shipowners (INTERCARGO) unites and promotes quality dry cargo shipping, bringing together 260 forward-thinking companies from over 30 countries, operating approximately 30% of the global bulk carrier fleet. 

INTERCARGO, founded in 1980, is based in London, the world’s prime regulatory and legal shipping centre and participates with accredited consultative status at the IMO advocating for its members’ positions.

As bulk carriers carry an estimated 55% of global trade, INTERCARGO provides the only forum where dry bulk shipowners, managers and operators are informed about, discuss, share experiences and attempt to influence key issues, such as new regulations, safety, security, Port State Control, ports/terminal operations.

ICS is the global trade association for shipowners and operators, representing over 80 % of the world merchant fleet.

Our membership comprises national shipowners’ associations representing shipping companies from around 40 countries, from all sectors of the shipowner community. 

ICS was established in 1921 to ensure the development, promotion, and application of best practices throughout the industry.  ICS articulates and advocates shipowner positions to international regulators International Maritime Organization and International Labour Organization as well as to other government regulators and relevant stakeholders. 

ICS aims to positively influence regulatory changes while maintaining high standards of quality, safety and environmental protection.
