The Hong Kong Marine Department carries out crucial functions to ensure the safe operation of the port and all Hong Kong waters, to administer the Hong Kong Shipping Registry (HKSR) and to safeguard the quality of the Hong Kong registered ships.  Our mission is “We are One in Promoting Excellence in Marine Services”. 

The HKSR is the fourth largest register in the world in terms of gross tonnage, with about 2400 ships that aggregate some 132 million gross tonnage. The HKSR is also renowned for the good quality of Hong Kong registered ships and is constantly included in the white list of the Paris MoU, the Tokyo MoU and recognized by the USCG as Qualship 21 flag Administration. 

Our policy is not to seek any profit from ship registration fees and most services are provided on a cost-recovery basis. Since 2020, we have established seven regional desks - including London, Singapore, Shanghai, Tokyo, Australia, Canada and the US. 

While the HKSR registration fee is very competitive among other major flags, we launched the "Green Incentive" in June 2024 and have also introduced the "Block Registration Incentive Scheme" for Hong Kong registered ships in February 2025 and beyond.

Founded in 1956, China Classification Society (CCS) is a full member of the International Association of Classification Society (IACS).  CCS is committed to protecting the safety of life and properties at sea and preventing marine environmental pollution, and focuses on the scientific research on water safety and environmental protection application technologies. CCS also provides international-leading technical rules and standards for ships, offshore installations and related industrial products, and offers corresponding classification survey, verification surveys and notarial surveys as an independent third party. As of the end of Sep 2024, CCS has surveyed over 36,000 ships of 203 million GT.

China Shipowners Mutual Assurance Association (China P&I Club, CPI), founded in 1984, is a non-profit mutual marine insurance organization.

CPI offers its Members with a variety of insurance products, including P&I, Hull & Machinery, FD&D, Charterers Comprehensive Cover, and Marine Delay Insurance.

CPI is now the largest P&I insurer in China with entered tonnage of 95 million GT. CPI has built close collaborations with the International Group and its Member Clubs, insurance companies and brokers, marine and legal service providers, and academia.

DMU Alumni Association Singapore (DMUAAS) was established on 1 November 2012 and is a legal organisation officially registered with the Singapore Registry of Societies. Under the care and guidance of the Alumni Association of our alma mater, the strong leadership of the founding president, Alumnus Zhang Lanshui, and the past presidents, and the strong support of all Singapore alumni, the DMUAAS has made great progress in the past 12 years. ICS is the global trade association for shipowners and operators, representing over 80 % of the world merchant fleet.

The Singapore Shipping Association (SSA) is a national trade association formed in 1985. It represents a wide spectrum of shipping companies and other businesses allied to the shipping industry, with the aim of enhancing the competitiveness of Singapore as an International Maritime Centre.


As of 2025, SSA has a member-strength of 500, which it regularly engages and collaborates with. Member companies include, but are not limited to - shipowners and operators, ship managers, ship agents, and other ancillary companies such as shipbrokers, classification societies, marine insurers, bunker suppliers, maritime lawyers, shipping bankers and start-ups amongst others.
